Past Examples:

Supporting the municipality of Bayamón’s energy planning

PRGET partnered with EarthSpark International to support the Municipio of Bayamón, one of Puerto Rico’s largest and most economically active municipalities, in advancing clean energy projects from concept to pre-feasibility.

Through this work, PRGET:

  • Evaluated a large-scale microgrid project to serve as a resilient operations hub

  • Designed pathways to deploy a residential solar-plus-storage program

  • Assessed public versus private delivery models to balance cost, risk, and scalability

  • Positioned Bayamón to leverage private capital and reduce its upfront burden 


This work was funded as part of the Municipal Investment Fund, a program of the Coalition for Green Capital (CGC) and ICLEI – Local Governments for Sustainability USA.

Strengthening energy resilience for community aqueducts in Puerto Rico

Puerto Rico has approximately 240 community aqueducts serving rural populations outside the main utility system. These systems are particularly vulnerable to power outages and high energy costs, and solutions such as solar energy and battery storage can help them maintain continuous water service while lowering long-term costs.

In collaboration with the Puerto Rico Community Aqueducts Association, PRGET developed tailored financing approaches for clean energy deployment in community aqueducts.

Through this work, PRGET:

  • Identified barriers limiting clean energy adoption in small, community-managed systems

  • Engaged water sector stakeholders to assess operational, financial, and governance capacity

  • Designed fit-for-purpose financing solutions for community aqueducts

  • Established a preliminary project pipeline


This work was funded as part of the Water Cohort, a national project led by the Robert Wood Johnson Foundation and the Coalition for Green Capital to help financial institutions develop products tailored to the needs of the water sector.
