Our programs are designed to enable the deployment of clean energy projects and support Puerto Rico’s goal of reaching 100% renewable energy by 2050 as stated in Puerto Rico Act 17 of 2019. We do so through programs that provide Financial Assistance, Technical Assistance, and Stakeholder Engagement and Outreach.

PRGET works with municipalities, community organizations, and partners to move projects from early concepts toward implementation. This support focuses on planning, capacity-building, and developing strategies that can attract investment and deliver community benefits.

Municipal Investment Fund (MIF)

This program helps communities across the United States design public-private partnership plans and build a pipeline of projects that can attract private investment, create jobs, lower energy costs, and deliver community benefits. A total of 52 communities were selected to receive tailored technical assistance valued at $250,000 to support the planning and pre-development work needed to advance locally driven clean energy projects. Successful Phase I awardees, including PRGET, are also eligible to compete for Phase II support, where up to $2 million in additional grants can be awarded to develop and finance competitive projects. 

The Municipal Investment Fund is funded and led by the Coalition for Green Capital (CGC) and ICLEI – Local Governments for Sustainability USA.

• Municipal Investment Fund: 
Supporting the municipality of Bayamón’s energy planning

PRGET is partnering with EarthSpark Internationalto accelerate clean energy investment for the Municipio of Bayamón, one of Puerto Rico’s largest and most economically active municipalities. As a major urban center in the greater metropolitan area, Bayamón faces high energy demand, exposure to grid instability, and growing interest in distributed energy solutions that can improve resilience and reduce long-term operating costs. The municipality has demonstrated leadership in infrastructure planning and economic development, making it well-positioned to pilot scalable clean energy projects that can be replicated across the island.

Through this work, PRGET and EarthSpark are supporting Bayamón in advancing priority projects from early concepts toward finance-ready plans, strengthening local capacity to attract capital, and aligning stakeholders around strategies that support energy resilience and economic development.

• Water Cohort
Strengthening energy resilience for community aqueducts in Puerto Rico

PRGET has been selected as part of the Water Cohort - a national project funded by the Robert Wood Johnson Foundation and the Coalition for Green Capital to help financial institutions develop products tailored to the needs of the water sector.

In collaboration with the Puerto Rico Community Aqueducts Association, PRGET is supporting community aqueducts across Puerto Rico by identifying priority needs, developing investable project concepts, and improving readiness for future public and private financing opportunities.

Puerto Rico has approximately 240 community aqueducts serving rural populations outside the main utility system. These community aqueducts are particularly vulnerable to power outages, which can disrupt both water availability and water quality by shutting down pumping, treatment, and distribution systems. They also face high energy costs that strain already-limited resources. Investing in solutions such as solar energy and battery storage can help these systems maintain continuous water service during grid disruptions while also lowering long-term energy costs and improving financial stability.
