PRGET Announces Appointment of Ernesto Rivera Umpierre, Esq. as Chair of the Board of Trustees
San Juan, Puerto Rico – August 2025 – The Puerto Rico Green Energy Trust (PRGET) proudly announces the designation of Ernesto Rivera Umpierre, Esq. as the new Chair of the Board of Trustees, appointed by Puerto Rico Secretary of Economic Development and Commerce, Sebastián Negrón Reichard.
Mr. Rivera Umpierre brings extensive experience in public policy, energy, and legal affairs to PRGET at a pivotal moment in Puerto Rico’s clean energy transformation. He currently serves as Director of the Energy Policy Program and Special Aide to the Secretary of the Department of Economic Development and Commerce (DDEC), where he plays a key role in advancing the island’s energy policy framework.
Previously, Mr. Rivera Umpierre served as Senior Policy Advisor to the U.S. Department of Energy’s Grid Deployment Office, where he worked on the Territory and Recovery Assistance Program. In this role, he was instrumental in advancing Puerto Rico’s recovery efforts, ensuring the effective use of federal recovery funds for the electric sector, and championing equitable, sustainable, and resilient energy solutions.
His distinguished career also includes leadership as Director of Legal Affairs and Senior Policy Advisor at the Puerto Rico Federal Affairs Administration (PRFAA) in Washington, D.C., as well as serving as In-House Counsel at the Puerto Rico Public-Private Partnerships Authority (P3 Authority), where he was part of the landmark procurement and implementation of the Luis Muñoz Marín International Airport P3 contract.
Mr. Rivera Umpierre holds a Bachelor of Arts degree in Economics from Northeastern University and a Juris Doctor from the Pontificia Universidad Católica de Puerto Rico. He is licensed to practice law in Puerto Rico, New York, the District of Columbia, the U.S. District Court for Puerto Rico, and the U.S. First Circuit Court of Appeals.
